CAREER SUMMARY:
Gary is an independent consultant who has been involved in the planning, design and construction of municipal infrastructure projects for over 30 years. He is an expert in project management, tendering, contracts, municipal servicing, tunnelling and heavy construction.
His expertise has led him to also become active in ADR (Alternative Dispute Resolution) as a trained arbitrator, mediator and consultant on construction disputes. He has provided support services for commercial litigation and has been called on to testify in court many times as an expert witness. His insight and experience from the consultant, contractor and owner perspectives allows him to readily work with all sides in a dispute to resolve the issue without affecting business relationships. Prior to starting his own consulting business in 1988, Gary received extensive and varied experience in both the public and private sectors.
In 1974, Gary joined the City of Scarborough Works Dept. as a Project Engineer in the
Street Operations Division. In this capacity, he co-ordinated the City’s maintenance
programs in the areas of traffic signing, road resurfacing, streetscape improvements and winter maintenance. The responsibilities of the position included preparation of annual programs and budgets, supervising contractors and City staff in the completion of the programs and dealing with public complaints on a wide variety of issues.
In 1976, he was transferred to the Design and Construction Division of the Works Dept. where he had the opportunity to supervise civil engineering projects from the land acquisition stage through to commissioning. As a Senior Project Engineer, he was responsible to co-ordinate projects of extraordinary variety including watershed drainage studies, storm water detention facilities, watercourses, sewers, tunnels, roads, railway grade separations and feasibility studies.
In 1984, Gary decided to pursue his interest in underground construction in the private sector by assuming the position of General Manager with the heavy construction firm ofDibco Underground Ltd. In this position, Gary was responsible for the acquisition of work through tendering or negotiation, preparation of engineering drawings for shaft and tunnel supports, contract administration and the overall management of the business. Typical projects undertaken were for the construction of new utilities, sewer, and transportation facilities with a particular specialization in high risk tunnels projects entailing the use of mechanized blasting, tunnel boring machines (TBM’s) and compressed air.
